Extended Annotated Table of Contents
for the Draft Environmental Impact Report

The original listing of the Contents that comes with this 1,990 page Draft Environmental Impact Report consists of 40 entries for contents of the entire document. Such a minimal list of contents is very much insufficient for doing research or looking things up within such a large and sprawling document. 

By contrast, the current draft (12/22/2023) of Arcata’s General Plan 2045 is 295 pages, and its table of contents has 151 entries. That’s a ratio of 2 to 1 — an average of 2 document pages for 1 entry in the table of content. This draft EIR has a ratio of close to 50 to 1

[If we take out the 1,173 pages of Appendix E, the Environmental Database, because it’s really just a list, that gives a ratio of over 20 to 1. Even if we add in the list of the 31 figures — there’s no page numbers on them — we still have an average of 16-1/2 pages of document for each table of contents entry.]

This is an extended and annotated Table of Contents for the 1,990 page Draft Environmental Impact Report. This annotated contents has over 700 entries, to enable you to scan and find items within this document. 

This annotated Table of Contents will be updated as new thoughts, discussions, and information on the Draft  EIR come into play.
