A list of Inclusionary Housing Programs in California

The UC Davis “Center for Regional Change” and the California Coalition for Rural Housing (“Working to ensure affordable housing opportunities for low income and rural households since 1976”) have created a searchable database that shows 150 Inclusionary Housing Programs, at both city and county levels, in many areas (not all) of California.

Below is a summary of the contents of that database, with information on the rental programs. It is sorted with the highest percentage of minimum affordable housing at the top.

The inclusionary program is for the full the jurisdiction (city or county) unless it is indicated that it is for a special zone only.

The columns show whether the percentages of Extremely Low, Very Low, Low, or Moderate income levels. Also shown are level of number of units at which the program starts.

There are blank areas on the summary where the data has not yet been collected. For instance, the 20% inclusionary housing for the city of Santa Cruz does not show the percentages for income levels. (I believe it is 11% very low, 20% low, and 40% moderatel, but not certain.) These blanks may be filled in as data is found.

What we can observe

Many cities have figured out how to have decent levels of inclusionary housing, for low and very-low income levels. They also have programs for projects that have just 5 or 10 apartments. The current proposal in Arcata has the program required only for projects with 30 or more units. As such, projects with 10 or 20 or 28 units, such as we’ve seen in recent years, would not have Inclusionary Housing as a requirement.

We can see how many cities and counties have created programs with 15% and 20% affordable housing, including housing for low and very-low income renters.
