Economic Development Committee – Gateway Plan recommendations, drafts, and video

It is possible that the “official” document of recommendations from the Economic Development Committee about the Gateway Plan do not accurately reflect the discussions of the Committee. 
 
For example, the on-street parking situation was discussed many times by the Committee.
The draft plan contains:
“GA-9s. Car-Free Lifestyle. Minimize vehicle parking requirements and maximize walk, bike, and transit infrastructure.” 
In the working draft, the wording from the Committee was:  “Ensure sufficient parking to accommodate proposed residents and visitors to area businesses.  Set minimum parking standards per unit or set of units.”
 
But in the official recommendations that comment is gone.
 

During the transition from discussion to final document, it does seem that many issues raised by the Economic Development Committee are not included in the final document.

Here’s what was said at one point about parking in the Gateway area. The final document contains nothing of this.

Parking concerns overall (paid parking) (parking structures beside or under buildings) (parking locations on street behind or beside structures) (required parking per unit, etc.) Must ensure that is sufficient parking provided for both residents, and visitors to and employees of local businesses given rural nature of area and to ensure that parking doesn’t infringe on nearby/local residential neighborhoods)
Don’t presume that students, staff, or residents won’t have cars needing to be parked somewhere. 80% of current students are non-local.

Three documents show the recommendations

Below are three documents that are a part of the Economic Development Committee’s recommendations on the Gateway Plan.

After that is the actual video of the Zoom meeting on August 2, 2022.

The document that is on the City’s website as the “official” recommendations is found (as of 4/8/2023), on the Strategic Infill Redevelopment Program website page “Engagement Information” — under “Engagement Data” and then “Gateway Plan Policy Recommendations by City Committee.” 

That document, and two documents that came prior to that document, are shown below.

1. Economic Development Committee Gateway Plan Recommendations – 2022-08-02 

This is shown on the City’s website as the recommendations of the Economic Development Committee’s for the Gateway Plan. It is said to be from their August 2, 2022, meeting. The document has an internal date label of 3/13/23.

 

2. Economic Development Committee Gateway Plan – Working draft – 2022-08-01

This is a document that appears to be the notes that were used at the August 2, 2022, meeting — from which (we think) the “final” Gateway recommendations were derived. This seems to be the working document from the meeting. (The document has an internal date label of 1/13/23, which would indicate that it was done five month after the meeting, so perhaps it’s a copy of the original document — who can say.)
