The 2021 Arcata City Council protocol manual may be found on the City of Arcata website at: www.cityofarcata.org/DocumentCenter/View/11728/City-Council-Protocol-Manual-2021
It is included here for your convenience.
At their meeting of December 6, 2023, the City Council is looking at revisions and updates to this 2021 version. When enacted, those revisions will be included here.
A few items to note:
The City of Arcata code of ethics is part of the Protocol Manual, as Appendix F. It starts on page 121 of the full manual PDF.
The City of Arcata code of ethics is “For Members of the City Council, Boards, Commissions, Committees, and Task Forces.” In other words, this portion of the City Council Protocol Manual is not just for the City Council members. It is for everyone.
The Protocol Manual includes the full code of the Brown Act, as Appendix B, starting on page 53 of the PDF. The Brown Act in its first section states:
“The people of this State do not yield their sovereignty to the agencies which serve them. The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed so that they may retain control over the instruments they have created.”
